Energy Efficiency renovation of Nursery school and kindergarten #1; Nursery school and kindergarten # 3; Nursery school and kindergarten # 5; Nursery school and kindergarten # 6; Public school #7 in Akhaltsikhe

Procurement: NEFCO/DB-G-1-2018.

Municipal Development Fund of Georgia hereinafter referred to as “the Employer”, intends to use part of the proceeds of a grant from the Nordic Environment Finance Corporation (NEFCO) towards the cost of Energy Efficiency Improvements in Public Buildings and Use of Renewable and Alternative Energy in Georgia.    
 
Following the General Procurement Notice published on www.mdf.org.ge, www.procurement.gov.ge; www.nefco.org and in the newspaper “Sakartvelos Respublika“ the Employer now invites tenders for the execution and completion of the following contract to be funded from part of the proceeds of the grant:
Development of detail design documentation and implementation of works on improvement of thermal performance of building envelope and modernisation of heating system of Nursery school and kindergarten #1 in Akhaltsikhe
Development of detail design documentation and implementation of works on improvement of thermal performance of building envelope and modernisation of heating system of Nursery school and kindergarten #3  in Akhaltsikhe
Development of detail design documentation and implementation of works on improvement of thermal performance of building envelope and modernisation of heating system of Nursery school and kindergarten #5 in Akhaltsikhe
Development of detail design documentation and implementation of works on improvement of thermal performance of building envelope and modernisation of heating system of Kindergarten #6 in Akhaltsikhe
Development of detail design documentation and implementation of works on improvement of thermal performance of building envelope and modernisation of heating system of Public school #7 in Akhaltsikhe
 
All eligible Tenderer are encouraged to apply. The selection process, as described, includes a qualification step, which shall include but are not limited to, a review of past performance, and a reference check and shall be subject to verification prior to the contract award.
To be qualified for the award of a contract, tenderers must satisfy and prove documentary the compliance with the following minimum criteria:
the Tenderer, has the financial, technical and production capability and capacity necessary to perform the Contract, and Tenderer’s average annual revenue in the previous three years was at least two times greater than the price of his tender;
the Tenderer has satisfactorily carried out the works and supplied similar plant to other employers and completed at least three (3) similar contracts in the recent five years,
the Tenderer is not bankrupt or under bankruptcy procedures according to the national legislation or regulations;
in the case of a Tenderer offering to supply plant under the Contract which the Tenderer does not manufacture or otherwise produce, the Tenderer has been duly authorized by the plant’s manufacturer or producer to supply the plants in the Employer’s country.
the Tenderer will be able to carry out warranty obligations;
 
In preparation of their offers, the Tenderers should take into account that the works in this contract will tentatively start on May 30, 2019 and end on August 30, 2020.
Tender documents, upon request from prospective tenderer, will be sent by email free of charge in electronic format (PDF file). If requested, the documents will be sent in hard copy by Employer to Tenderer on terms and conditions agreed by the two.
 
The winning tenderer will have to provide performance security from a reputable bank acceptable to NEFCO
A Tenderer will be selected using the Open Tendering Procedures as described in the Tender Document. Tenderers are advised that these procedures are governed by NEFCO Procurement Guidelines, which can be found on the NEFCO website: https://www.nefco.org/work-us/our-services/procurement
 
Project financing is conditional upon the entry into force of the Grant Agreement after the ratification by the Parliament of Georgia.
 
The Site-Visit:
For qualitative preparation of Tender, the potential Tenderer’s designated representative(s) is(are) encouraged to visit the project sites.
Site visits for tenderers will take place on 15 February 2019, 12;00 at the following addresses:

Nursery school and kindergarten #1 in Akhaltsikhe, address: Akhaltsikhe, Vardzia lane 4;
Nursery school and kindergarten #3 in Akhaltsikhe, address: Akhaltsikhe, Mikutishvili street #10;
Nursery school and kindergarten #6 in Akhaltsikhe, address: Akhaltsikhe, Iverieli  street #52;
Nursery school and kindergarten #5 in Akhaltsikhe, address: Akhaltsikhe, Aspindza street #47;
Public School #7 in Akhaltsikhe, address: Akhaltsikhe, Shota Rustaveli street #105/a.
 
Bidders, who plan to visit the site must confirm their participation by email to atavdgiridze@mdf.org.ge not later than by 15:00 on February 11, 2019.
The costs of visiting the Site shall be at the Tenderer’s own expense.
The Pre-Tender:
The pre-tender meeting will take place at 15:00pm Georgia Time (GMT+4) on February 18, 2019 at the following address:

Attendance is strongly advised for all tenderers or their representatives but is not mandatory.
Tenders must be delivered to the office at the address below and no later than 15:00 pm Georgia Time (GMT+4) on March 14, 2019, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
